Meet Viviana
She knows District 2 by name.
Viviana was born in RÃo Piedras, Puerto Rico, and was raised with a strong belief in the power of education. She earned a B.A. degree in Public Accounting and a Master’s degree in Business Administration. Those same values guide her service to Osceola County.
Viviana was elected to the Osceola County Commission for District 2 in 2014. She does not see public office as a title, but as a commitment to people. During her time as County Commissioner, Viviana has spearheaded the creation of thousands of affordable housing units, launched the Healthy Seniors program providing eyeglasses, dentures, and other essential services, expanded educational opportunities including free college or technical education for every Osceola County High School graduate, and worked to improve transportation, parks, drainage, infrastructure, and public safety across the county.
With an accountant’s precision and a community advocate’s empathy, she believes local government is where lives are most directly improved.
Serving the people of Osceola County is not just what she does. It is who she is.

01Affordable Housing+
- Thousands of affordable housing units were created under Viviana’s leadership. That includes Buen Vecino, a new affordable housing development where seniors on fixed incomes pay only 30% of their income as rent.
- Viviana understands that housing is the foundation of every other issue, including jobs, schools, health, and family stability.
- She has worked to keep developers accountable and ensure growth in Osceola County works for residents, not just investors.
- An opponent without this record cannot match what Viviana has already delivered.
02Senior Services+
- The Healthy Seniors program, Viviana’s signature initiative, provides exercise opportunities, eyeglasses, dentures, and essential services to seniors across Osceola County.
- Viviana understands that seniors on fixed incomes struggle with rent increases, which is why she developed a rental assistance program for seniors.
- This program was not inherited. Viviana built it from the ground up because she identified a gap and refused to ignore it.
- Senior services are not charity. They are a return on the investment our seniors made in this community for decades.
- Viviana will continue expanding senior service access and fighting any effort to cut programs that seniors depend on.
03Infrastructure and Drainage+
- Drainage is a top infrastructure priority for District 2. Viviana has championed more than a dozen projects to protect homes and neighborhoods from flooding.
- Transportation improvements and road quality directly affect quality of life and economic opportunity. She led historic investments in widening roads and making them safer for drivers, bicyclists, and pedestrians.
- Viviana approaches infrastructure with an accountant’s discipline, ensuring taxpayer dollars are invested strategically and projects are completed on schedule.
04Library and Parks+
- Libraries are economic infrastructure, providing internet access, job-search resources, and educational support to families who need them most.
- Parks create healthy communities by reducing healthcare costs, providing safe spaces for children, and improving quality of life.
- Viviana has improved existing parks and created new ones, including El Yunque Splashpad and the first all-inclusive park designed for children on the autism spectrum.
- Viviana believes knowledge is power. She has focused on improving libraries and created the soon-to-be-completed Tech Library, which will help residents access and learn the latest technology.
- Expanding access to parks and library services across District 2 remains a priority for Viviana’s continued service.
05Jobs and Education+
- Viviana believes education is the greatest equalizer, which is why she championed Osceola Prosper, providing free college or technical education to every Osceola County high school graduate.
- Osceola Prosper connects residents to workforce development, job training, and pathways to living-wage careers.
- Viviana understands that economic development without workforce investment leaves residents behind.
- Building a diversified local economy beyond tourism is critical for long-term stability and opportunity in Osceola County.
06Public Safety+
- New fire stations are essential infrastructure for communities that have grown faster than emergency coverage can keep up.
- Modern equipment means faster response times, better outcomes, and safer conditions for the first responders who put their lives on the line.
- Viviana has championed public safety investment by creating new fire stations, hiring more firefighters, adding state-of-the-art fire engines and equipment, and developing an elite training facility. She will continue fighting to close coverage gaps.
- A growing county requires growing public safety infrastructure. Viviana has the experience to manage that investment responsibly.
